Judea and Samaria combine proximity to population and employment centers with developing communities, infrastructure and land opportunities that may allow entry at an earlier stage and at a lower cost than a completed property. At present, the betterment levy imposed under the Third Schedule to Israel’s Planning and Building Law does not apply in Judea and Samaria in the same manner as it does within Israel. This may reduce a material transaction cost, subject to a case-specific review of the applicable law, planning framework and other charges.
Proximity to cities, transport routes, growing communities and future plans may support demand. Potential is not certainty, so each parcel and its surroundings must be assessed separately.
